Oversight Supports Responsible Stewardship

| The 30-member bond oversight committee met monthly for nearly five years to provide community oversight for the $284.5 million bond issue | Formed by the Wichita Board of Education in February 2000, the BOE made this commitment to the Wichita community in advance of the April 2000 bond issue election. The Oversight Committee's primary purpose would be to monitor the status of all projects, review the sale of all general obligation bonds, report regularly to the BOE, and a host of other responsibilities (see detailed guideline statement below).
Wichita voters passed the bond initiative in April 2000 by a 2-to-1 margin. The action gave the BOE approval to sell bonds in the amount of $284.5 million to both build new schools and add to or remodel existing school facilities. The basis for what would be accomplished district-wide was the Bond Issue Plan, prepared by the Facilities Master Plan Steering Committee from the district's newly-defined master plan, and approved by the BOE.
A 30-member community-based committee was appointed to serve on the Oversight Committee. Members were selected by BOE members, from feeder pattern school groups, special schools groups, the Facilites Master Plan Steering Committee, or other school- or community-related organizations. The committee met for the first time on October 17, 2000, conducted monthly meetings throughout the duration of bond construction, and presented their final report to the Wichita Board of Education on January 23, 2006.
Oversight Committee Guidelines from the Wichita Board of Education
The Committee shall monitor the status of all projects, review the sale of all general obligation bonds and related costs of issuance. The Committee shall report to the Board of Education at regular meetings of the BOE as often as deemed necessary, but quarterly at a minimum. This responsibility shall commence with the approval of the referendum [public vote in April 2000], and shall continue through completion of all projects and presentatio of a final summary resport to the board.
